Modernization of the State for the Administration of Democratic Governance in the Sphere of the Presidency of the Republic

Background:

Democratic Governance is the objective to be reached by modernizing the administration of good governance in the sphere of the State Executive Power, rearranging the organizational forms, modernizing processes, methods and tools of information exchange, analysis and internal administration of the State Chancellery, as well as inter-institutional relations maintained with 40 sectorial Ministries and State Agencies, with the Regional Governments, Parliament, Constitutional and Supreme Courts, National Bank, and civil society of Georgia.

Project Implementation Stages:

The State Chancellery of Georgia: design, creation, implementation and adaptation of the State Chancellery’s Institutional Management Information System.

Linking of the State Chancellery’s Management Information System to the Parliament, Constitutional Court, Supreme Court, National Bank, Central Elections Commission, Municipality & Mayor’s Office of Tbilisi City, Ministry of Economy, Industry and Trade, Ministry of Justice, Ministry of Transport and Communications, Ministry of Foreign Affairs, Ministry of State Security, Ministry of Labour and Social Security, State Departments of Statistics and Tax Revenue, other State Agencies, and development of the Tbilisi-based State Interinstitutional Metropolitan Area Network (MAN), unifying all the three branches of the Georgian State Power

 

The following main activities and outcomes have been carried out:

  • Design and implementation of modern ICT-tools

  • Promotion of Public Service System (Creation of Civil Service Bureau, etc.)

  • Implementation of basic National and International Information Modules

  • Participation in drafting of public administration improvement-related normative acts

  • Implementation of Official Mail and Documents Flow System

  • Enforcement of human resources development process in the State Chancellery

  • Promotion of transparency of Government-Society relationship

  • Guarantee of efficient Operational-Strategic Management, Internal Relations Coordination, and Control Systems of the State Chancellery
