Background:

The overall objective of the project is to increase the capacity of regional and district administrations to exercise accountable and efficient public management in Imereti region. This overall objective will be achieved through better alignment of executive and legislative branches of power at regional and district levels, ensuring the transparency of decision-making and better public accountability. Advanced methodology will be used in order to achieve these objectives. This includes provision of advanced ICT-tools and software as well as training for officials at district and regional levels.

Project Implementation Stages:

• Governor’s Office, Regional Administration, Kutaisi Mayor’s Office, Kutaisi Municipality and Council, and 19 State Agencies - design, creation, implementation and adaptation of the Regional Administration’s Management Information System (INMIS): Development of the Kutaisi MAN

• Regional Administration’s Management Information System’s connection to the Imereti Province’s 11 Districts’ Local Governments and Councils: Development of the Imereti WAN

• Regional Administration Management Information System’s connection to the Central Government of Georgia in Tbilisi: Interconnection of the Kutaisi & Tbilisi MANs

Outputs:

• Enhancement and democratization of regional and local governments

• Decentralization of public administration processes

• Development of the Management Information System

• Human resources development

• Promoting transparency, accountability and anti-corruption activities in the regional public sector

Activities:

• To enhance the capacity of regional and district administration for decentralized governance

• To develop better planning and implementation practices by ensuring transparency

• To improve day-to-day implementation by providing advanced analytical tools

• To provide government institutions with tools both in terms of transfer of technology and transfer of knowledge in order to improve accountability and transparency

• Increased capacity of regional and district administration for decentralized governance
