Building for National Security Council GEO/99/013 Background: Georgia, as well as other CIS countries, yet had not clearly and fully defined its national security agenda. National security problems have become a serious challenge to country’s political elite due to the lack of necessary experience, strategic culture, and technical means. The necessity for identification of internal and external threats, creation of software providing development for different security scenarios, establishment and functioning of analytical institution became a quite urgent problem of planning and implementation of a security policy for Georgia. The project should be considered as a part of the state national security strategy. Objective: The project aims at establishing and supporting the Scientific-Analytical Research Centre at National Security Council (NSC), which will have powerful technical base (including corresponding software system) for obtaining, processing, analysis of information, and capability to develop recommendations for the national security planing and implementation.
