Framework for Donor Assistance to PREGP Preparation

Background:

Georgia is one of almost 70 countries world-wide to be engaged in the process of preparation of Poverty Reduction Strategy. A governmental commission has been set up by the presidential decree, comprising of five Sub-Commissions and a Secretariat, responsible for co-ordination. Interim Poverty reduction and Economic Growth Programme was approved by the Government in November 2000 and it is expected that the Final Document will be prepared by March 2002.

A number of international donors based in Georgia have expressed their readiness, in close cooperation with the Government of Georgia, to provide technical assistance in the process of preparation of PREGP. UNDP has been charged with co-ordination of this process.

Objective:

The development objective of this project is to strengthen the capacity of both the Secretariat and the Sub-Commissions to improve the coordination of the preparation of full Poverty Reduction and Economic Growth Programme as well as to ensure active public participation in this process. These objectives will be achieved through improvement of content and process of the final PREGP on one hand and, on the other hand, through increased capacity of the Government to engage the public.

Activities:

  1. Provision of international expertise on macro-economic issues and cost-evaluation

  2. Provision of short-term local expertise for specific research and advice

  3. Support of the Secretariat’s co-ordination capabilities.

  4. Support of liaison capabilities of Sub-Commissions

  5. Technical Support

  6. Provision of expertise on public participation

Expected outputs:

  1. Improved co-ordination among the Sub-Commission and between Sub-Commissions and the Secretariat;

  2. Increased involvement of the public and civil society in the process of preparation of PREGP;

  3. Improved analytical base for PREGP;

  4. Better co-ordination between PREGP and budgetary process.
