Background:
The notion of national security all essential
condition for sustainable existence and development of nation, as
of cultural-political unity. Conventially, national security stood
for the protection of a country’s territorial integrity and
internal political stability. Nowadays, Georgian Government is
confronting the concrete and pragmatic task: in the course of
statehood building to form the system of national security and its
corresponding management system, ensuring effective functioning of
the latter. Responding to the GOG’s request for support in
conceptual development of the system of national security UNDP in
the frame of its project "Public Administration Reform and
Civil Society" has approved its 12 month-long continuation
for development of the subject-Non-military Aspects of National
Security of Georgia. The actual project is considered as further
development of already accumulated experience in this field.
Objective:
Capacity Building for National Security Policy
Management aims strengthening and developing the system of regular
monitoring, analysis and co-ordination of all the processes of
formation the corresponding (non-military) part of the national
security system embedded in different sectors and branches of the
whole governance system. This capacity is seen especially to
include the development of processes by which each of the elements
of the governance system interacts in contributing to the
processes of national security policy formation. This development
is expected to result also in the building of nationhood in
responsible citizenship, as well as to the economic and social
development of the nation.

Creation of conceptiual base for the national
security of Georgia

Strengthening of state’s security policies
for the all main non-military aspects of national security;

Development of a conceptional background for
the legislative and normative regulation of functioning of
national security system;

Strengthening capacity for security policy
management in the Ministry of Foreign affairs;

Development of the programme for building
national security monitoring system;
Main activities:

Drafting final National Security political
document
-
Strengthening public awareness around the
State’s national security policy through mass-media;
-
Organisation of working groups in accordance
with the identified main concrete problem areas of the
Georgian security, designing of policy document for the
strategy of maintaining the security conditions in each of the
main selected component of national security;

Drafting document for legal base of national
security system and a programme for building national security
monitoring system;

Organising of the international conference
around the problems of Georgia’s national security.
Expected outcomes:

Politically approved and publicly presented
document – "National Security Conception of
Georgia";
-
Policy documents specifying State’s policies
in economic security, social security, administrative security
and regional security;
-
Designed conceptional document for developing
of national security system has legal base;
-
Special unit organised within the Ministry of
Foreign Affairs responsible for regular supervision of the
national security conditions;
-
Documents of international conference
"National Security Policy of the Government of
Georgia";
-
Designed programme for building national
security monitoring system.
