Partnerships For the success of our work the UNDP builds partnerships with a wide-range of donors and development partners. Over the years we have been gratified with the trust our partners show in our work. Furthermore in our role as facilitators of coordination we make effort to ensure that they integrate well with each other. For the process to succeed we always work in close association with the Georgian Government - our main project partner. The partnerships involve the Office of the Prime Minister and the Office of the President as well as line ministries, the Parliament, and other state agencies. We have established successful partnerships with representatives of a broad panel of stakeholders. These include local and international NGOs, bilateral and multi-lateral donors as well as the academic community and the private sector. Our principal donors are: The Department for International Development (DFID) of the United Kingdom With a contribution of $185,670 from the DFID, UNDP implements “Support to Implementation of the Economic Development and Poverty Reduction Program (EDPRP) of Georgia.” The Overall objective of this Project is to increase the capacity of the Government of Georgia for the efficient and timely implementation of the EDPRP. With a contribution of $742,705 from the EC Delegation, UNDP is implementing a project “Strengthening Transparency and Effectiveness of the Parliament and Government of Georgia”. This project aims to increase the efficiency and effectiveness of the Parliament through the use of modern methodology and Information and Communication Technology (ICT) tools to mainstream and simplify internal and lawmaking processes within the parliament. The EU has funded Ministry of Justice Project with $2,745,098. The aim of the project is to assist the Government with its reform of the penitentiary sector. The rehabilitation and reconstruction of the Rustavi Prison no 6. and complementary capacity-building measures have been identified as a high priority and a model project for catalysing the penitentiary reform process, combining security measures, humane living conditions and respect of human rights with new methods of prison management. EU has allotted $896,253 for the Southern Caucasus Anti-Drug Programme (SCAD) Phase IV. SCAD was launched by UNDP in collaboration with European Commission in 2001 to increase the capacity of the Governments of the Southern Caucasus countries to fight against drug-trafficking and drug abuse as well as to foster regional cooperation through joint training, adoption of common technical standards, database and control procedures. SCAD IV will develop the projects initiated through three previous phases and launch two new projects: “prevention with NGOs,” aiming at training selected NGOs in demand reduction and “Drug control at airports,” envisaging establishment of drug intelligence units in main airports of the region, whose role will be to improve drug profiling and intelligence sharing. Global Environmental Facility (GEF) With a contribution of $4.3 million from the GEF, UNDP is implementing the project “Promoting the Use of renewable Energy Resources for Local Energy Supply”. The objective of the project is to remove the key barriers to the increased utilization of renewable energy for local energy supply. In addition the GEF has reinforced its commitment to improving and protecting the environment with contributions of $962,408 towards recovery, conservation and sustainable use of agrobiodiversity, $396,700 towards preparation of the POPs national implementation plan under the Stockholm Convention, $198,000 towards national capacity self-assessment for global environmental management and $750,000 towards conservation of highly threatened eco-systems. In addition to the strong cooperation with UNDP Georgia, the Government of Georgia is also contributing financially towards UNDP-implemented projects. The Government of Georgia has reinforced its commitment to improve the governance system in the country with contributions of $289,577 towards Public Defender’s Office, $16,938,878 towards Georgian International Oil Corporation (GIOC), $118,025 towards Development of the Constitutional Justice. The Government of Georgia is dedicated to reducing the poverty levels and promoting economic growth right across Georgia. The Government contributed $249,425 to the Economic Development and Poverty Reduction Program (EDPRP). Recognizing that business is key in producing long term alleviation of poverty, the Government allotted $286,729 towards Integrated Employment Generation and SME Development Program that aims at improving entrepreneurial skills within small and medium enterprises. With a contribution of $1,329,894 from the Government, UNDP implements Land Management Project that aims at developing of land markets and implementation of land taxation through improving the managerial and administrative capacity of the SDLM, and by assisting the establishment of cadastre, land registration and taxation systems. Georgian government has co-funded projects in Georgia with a strategic ICTD component to increase the administrative capacity of the Ministry of Finance ($449,425), Parliament ($ 296,940), Chamber of Control ($211,751), and Imereti Region Administration ($378,601). The Italian Government has contributed $90,378 for the United Nations Volunteers (UNV) project aimed at fostering an enabling environment for confidence building and reconciliation in Abkhazia, Georgia. Through the provision of small grants to local NGOs, the UNV programme strengthens the capacity of local organizations in Abkhazia to effectively contribute to the humanitarian rehabilitation of their communities and to the peace building effort in Abkhazia. With a contribution of $1,183, 500 from the Government of Netherlands, UNDP is supporting the Public Defender’s Office to operate as a fully functional, independent national institution, working for the protection and promotion of Human Rights, able to inquire into and resolve violations of Human Rights, as well as provide high-level policy advice and increase public awareness on the issue of Humans Rights, thus ensuring Georgia’s capacity to respect the Human Rights of all residents. The contribution from the Government of Netherlands ($178,196) enabled the UNDP to assist the State Department for Statistics in implementing the Integrated Household Survey and timely dissemination of its results. With a contribution of $227,640 from the Government of the Netherlands, UNDP is implementing “Support to Implementation of the Economic Development and Poverty Reduction Program (EDPRP) of Georgia.” The Overall objective of this project is to increase the capacity of the Government of Georgia for the efficient and timely implementation of the EDPRP. The Government of the Netherlands also financed “Modernization of Financial System of Georgia” with $1,757,700. A joint initiative financed by the Government of the Netherlands and implemented by UNDP Georgia with institutional partnership of the Government of Georgia put financial system online, a pioneering project that sets the stage for efforts to improve performance in several critical areas, including financial-budgetary system and policy formulation and administration. Within a framework of the second phase of the project, it is envisaged to help advance capacity levels of Georgian main financial institution at a very pivotal period of economic change in the country, given the country' efforts to meet new global standards. Namely, it is planned to connect the Ministry of Finance through the computer networks to other major financial institutions, such as the State Treasury, the Ministry of Tax Revenues, the Ministry of Economy, Trade and Industry, the State Department for Statistics, the National Bank and the Control Chamber of Georgia. It also envisages to connect the Ministry of Finance to the Tbilisi interdepartmental network, which includes the Parliament, the State Chancellery and other state institutions. Finally, it involves connecting regional services of the Ministry of Finance and State Treasury. The Government of the Netherlands also co-financed UNV Abkhazia Programme ($100,000) that aims at fostering an enabling environment for confidence building and reconciliation in Abkhazia, Georgia. Open Society Institution has been supporting activities of the UNDP Project Governance Reform Programme for Georgia (GRP) with a contribution of $999,961. Governance Reform Programme aims at providing support to the Government of Georgia in its efforts to undertake a series of major reforms. At its initiation, the programme consisted of two main components, namely assistance to the government in administering salary supplements and anti-corruption actions through DRF, and assistance to institution building and strengthened governance capacities through provision of policy advice and technical assistance. The current project specifically aims at building the capacity of key governance structures. The announced reform package includes restructuring of the government and the civil service. Organization for Security and Cooperation in Europe (OSCE) With a contribution of $ 1,675,000 from OSCE, UNDP implements South Ossetia Social Infrastructure Rehabilitation Programme. The Project’s long- term development objective is to facilitate the peaceful settlement of the conflict, which inter alia includes the return of IDP/Refugees, by providing adequate living conditions for resident and returning populations, improving their shelter conditions and basic infrastructure. This goal will be achieved by accomplishing two immediate objectives: 1) Improving the population’s access to water, constant energy and gas supply as well as the access to basic social services by implementing projects on energy, gas, water and sanitation. 2) Improving the living conditions in selected returnee villages through rehabilitation of basic infrastructure adjacent to UNHCR shelter reconstruction sites. By the end of the project it will have facilitated the renovation of damaged and neglected social and economic infrastructure and services; creation of income and employment opportunities for the rural population through participating in rehabilitation activities; provision of cash injections in the rural economy through contracts with local implementing partners, and promoting the emergence and development of private construction and other companies in the rural areas. Swedish International Development Cooperation Agency (SIDA) The cooperation between UNDP and SIDA includes "Regional Partnership for Prevention of Transboundary Degradation of the Kura-Aras River Basin” Project. SIDA has contributed $680,449 for the implementation of the project that intends to adopt a process-oriented and dialogue-based approach to resolving water challenges in the Kura-Aras Basin. By facilitating a sustained multi-level dialogue, and through the development of individual and institutional partnerships, the UNDP intervention will develop trust and create an enabling environment conducive to problem-solving of trans-boundary water issues. The ongoing planning phase of the project aims at developing a Strategic Action Programme (SAP) that will provide a solid framework for a long-term, regional, fully integrated and comprehensive approach to management of the Kura-Aras Rivers. The SAP will be supported by coordinated National Action Plans (NAPS) which will reflect the prioritized national and regional concerns, and provide linkages throughout the region for addressing these together. With a contribution of $ 637,101from SIDA, UNDP has been able to implement the Women’s Training and Resource Center in Samtskhe-Javakheti Project, which became a major body to raise awareness (among policy makers, civil society, media representative, and public at large) about the importance to address gender inequality in the region, and strengthen the capacity of governments to analyze and design policies from a gender perspective to further advance women’s human development in the region. Another gender-related project funded by SIDA ($988,142) - Gender & Politics Project aims at building the capacity of women in decision-making positions in Georgia and Armenia to take an active part in political life, as well as initiate a dialogue on gender issues within the political structures. The project will also provide a platform for increased regional information sharing and co-operation and strategy development on gender issues. SIDA has funded Governance Reform Programme for Georgia (GRP) with $1,078,167. Governance Reform Programme aims at providing support to the Government of Georgia in its efforts to undertake a series of major reforms. At its initiation, the programme consisted of two main components, namely assistance to the government in administering salary supplements and anti-corruption actions through DRF, and assistance to institution building and strengthened governance capacities through provision of policy advice and technical assistance. The New Approach to IDP Assistance was launched in 1999 as a joint effort by the Government of Georgia, the United Nations Development Program (UNDP), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the World Bank. UNHCR has allotted $125,000 for the project that aims at improving the lives of displaced persons in Georgia, as well as the conditions of host communities by reforming the government policy and developing more appropriate assistance programs. With a contribution of $58,500 from the USAID, UNDP is implementing “Support to Implementation of the Economic Development and Poverty Reduction Program (EDPRP) of Georgia.” The Overall objective of this Project is to increase the capacity of the Government of Georgia for the efficient and timely implementation of the EDPRP. American International Group, Inc. (AIG) has been supporting the UNDP Project Governance Reform Programme for Georgia (GRP) with a contribution of $483,500. Governance Reform Programme aims at providing support to the Government of Georgia in its efforts to undertake a series of major reforms. At its initiation, the programme consisted of two main components, namely assistance to the government in administering salary supplements and anti-corruption actions through DRF, and assistance to institution building and strengthened governance capacities through provision of policy advice and technical assistance. The current project specifically aims at building the capacity of key governance structures. The announced reform package includes restructuring of the government and the civil service. The New Approach to IDP Assistance was launched in 1999 as a joint effort by the Government of Georgia, the United Nations Development Program (UNDP), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the World Bank. World Bank has allotted $706,451 for the project that aims at improving the lives of displaced persons in Georgia, as well as the conditions of host communities by reforming the government policy and developing more appropriate assistance programs.
