The LSA works under the direct supervision
of and is accountable to the Security
Adviser (SA).
General responsibilities:
Assist the Security Advisor by:

Liaising and co-ordinating with the
local government security, law
enforcement and the military with
respect to United Nations security
issues;

Identifying trends and developments in
the local security situation and
providing appropriate advice to the SA;
-
Maintaining the Security Plan, Minimum
Operational Security Standards (MOSS)
and Minimum Operating Residential
Security Standards (MORSS);
-
Conducting security evaluations of UN
offices and staff accommodation;
-
Screening incoming correspondence and
prepare replies; drafting routine mail
and ensure timely dispatch; translating
security related reports, letters other
requested
documentation;

Keeping all security records and files
updated;
-
Participating in inter-agency co-ordination for security
management and training;
-
Organising training courses on security
issues/awareness and preparedness;
-
Preparing and implementing security
guidelines and procedures;
-
Collecting, collating, analysing and
disseminating information on security
incidents and related issues that may
impact upon the safety and security of
UN staff and property;
-
Monitoring mass media and other specific
sources for security related issues;
-
Assisting in advising UN and project personnel on
various security issues, providing
technical and other information needed
by UN staff members and project
personnel;
-
Conducting security briefings for UN
staff members, consultants, experts,
visitors or other employees;
-
Writing reports and ensuring records and
registers are maintained;

Processing security clearance requests;
-
Preparing informal translations and
providing interpretation services;
Qualifications and personal characteristics:
Essential
Higher education; excellent oral and written
communication skills of English, Georgian
and Russian languages; a high level of
personal integrity and ethics;
5 to 6 years of progressively responsible
relevant work experience; proven computer
skills; highly motivated; ability to work
effectively both as part of a team or alone;
valid international passport and driving
licence; excellent organisational skills;
ability to work effectively in stressful
conditions.
Desirable
Tertiary qualifications; previous experience
in a law enforcement, military or security
agency (preferably at officer level);
financial management experience; research
skills and experience; experience as a
training facilitator.

(sometimes at short notice) throughout
Georgia.

travel to and work in hazardous

UNDP project "The Civil Registration
Reform II"
announces a vacancy for a System
Architect.
The development of an appropriate civil
registration system in the country has been
identified as one of the top priorities of
the Georgian Government as it is
crosscutting many spheres of public life and
is essential for the ongoing fundamental
reform of the public sector. The purpose of
a civil registry is to gather, verify,
organise and maintain information. The
proposed reform is related to the
rationalization of the entire system of
civil acts registration (of births, deaths,
marriages, divorce, affiliation, etc) and to
the administration and issue of identity
cards and passports.
Equivalent to Level - NO-B
Type of contract - Service Contract (SC)
Duration of the contract is 7 months with
the possibility of extension.
The incumbent will support the
implementation of IT activities in the
framework of CRA Reform Project by managing
tasks of IT team of the project. He/She will
report to the Project Coordinator. In
terms of responsibilities the System
Architect must:
a) Define
the strategy through assistance to CRA in
formation of future business logic, future
system demands, and determination of future
strategy of system development in accordance
with CRA demands;
b) Develop
the programme code (software) through
defining the system platform; programme
logic of the system, revision of programme
code, formation of database structure
jointly with IT team, and defining of
database and system security logic;
c) Define
the system network architecture jointly with
IT team;
d) Define
network security policy as within CRA as
well as for other online servers produced by
the CRA;
e) Define
the measures essential for the
uninterruptable functioning of the system;
f) Develop
data centre instrument platform;
g) Develop
server architecture and their functionality;
h)
Develop architecture in accordance with the
specific physical and virtual servers;
i) Provide sustainability of system work
and their clustering architecture;
j)
Provide security policy on physical and
logical level;
Qualifications and requirements:
** Master’s Degree or equivalent in
Information Technologies;
** Be able to develop programs on the basis
of WinForm
** Have a strong knowledge of
.NET Technology;
** Know C# programming language;
** Knowledge of programming, database
development and database design on the bases
of MS SQL Server 2005;
** Knowledge of .NET 3.0 (WPF/WCF/WWF) will
be considered as a plus.
** Fluency in the Georgian language;
knowledge of English language is a plus.
** Shall be motivated and creative;
** Team working ability;
** Must meet deadlines in a professional
manner;
** Respond to any inquires of the Civil
Registry Agency related to IT field;
Professional experience:
** Minimum 2 years of working experience at
the national or international organization
in the programming;
** A candidate must be able to adopt and
develop programmes by using new
technologies;
** Must be able to work in a team.
